The prize is named after the late vice president of the European Commission. One journalist from each continent is eligible for the award. Each winner will receive a 10,000 prize and a trophy at a special ceremony in Brussels, Belgium in December 2004.
Entries should focus on human rights or democracy in the developing world. Submissions must have been published between January 1 and December 31, 2003.
